　　2006年9月14日，財政部、國家發展改革委員會、商務部、海關總署、國家稅務總局等五部委聯合發布了《關于調整部分商品出口http://en.stonebuy.com/退稅率和增補加工貿易http://www.stonebuy.com/trade/禁止類商品目錄的通知》，其中對部分石材http://www.stonebuy.com/產品http://www.stonebuy.com/sample/取消出口http://en.stonebuy.com/退稅，對取消出口http://en.stonebuy.com/退稅的商品擬列人加工貿易http://www.stonebuy.com/trade/禁止類目錄。在此項政策出臺前，協會積極向政府有關部門反映了行業的實際情況，提出了逐步降低出口http://en.stonebuy.com/退稅率和繼續保留石材http://www.stonebuy.com/加工貿易http://www.stonebuy.com/trade/的建議;在此項政策出臺后，協會及時向行業和企業http://www.stonebuy.com/enterprise/傳遞有關信息。以引起行業和企業http://www.stonebuy.com/enterprise/的重視，并積極向政府清關部門建議繼續保留石材http://www.stonebuy.com/產品http://www.stonebuy.com/sample/加工貿易http://www.stonebuy.com/trade/，得到了政府部門的理解和支持。我們協會的一項重要職責就是在政府出臺有關政策前反映企業http://www.stonebuy.com/enterprise/的呼聲和要求，在政府政策出臺后要組織企業http://www.stonebuy.com/enterprise/積極宣傳和貫徹。     

　　一、正確認識此次國家對外貿政策的調整     

　　我國自1985年實行出口http://en.stonebuy.com/退稅政策，鼓勵發展對外出口http://en.stonebuy.com/貿易http://www.stonebuy.com/trade/，有效地帶動了國內產業的發展。其后，為了擺脫1998年亞洲金融危機的負面影響，進一步擴大出口http://en.stonebuy.com/，國家大幅度提高了出口http://en.stonebuy.com/退稅率，1999年和2000年，出口http://en.stonebuy.com/退稅率平均在15%以上。此后，國家對出口http://en.stonebuy.com/退稅率略作過下調，但平均出口http://en.stonebuy.com/退稅率一直高達13%左右。“十五”期間我國出口http://en.stonebuy.com/退稅總額為11944.5億元，比“九五”期間的退稅總額增長了2.8倍，2005年出口http://en.stonebuy.com/退稅達3000多億元。這一政策措施的實施，促使我國對外出口http://en.stonebuy.com/連續多年高速增長，也使我國占世界貨物貿易http://www.stonebuy.com/trade/總額的排名從1978年的第32位上升到2005年的第3位。隨著對外出口http://en.stonebuy.com/連續多年的高速增長，帶來了我國貿易http://www.stonebuy.com/trade/順差的不斷擴大。今年1}9月我國貿易http://www.stonebuy.com/trade/順差高達1098.5億美元，已超過去年全年的順差。貿易http://www.stonebuy.com/trade/順差是一把雙刃劍。一方面，提高了我國的對外支付能力和償債能力，緩解產能過剩問題，拉動經濟增長;另一方面，增加了外匯儲備，削弱了貨幣政策的獨立性，加大了人民幣升值壓力和經濟增長的外在風險，導致貿易http://www.stonebuy.com/trade/摩擦加劇。     

　　我國貿易http://www.stonebuy.com/trade/順差顯現出以下特點:第一，貿易http://www.stonebuy.com/trade/順差主要集中在加工貿易http://www.stonebuy.com/trade/領域;第二，貿易http://www.stonebuy.com/trade/順差集中在外資企業http://www.stonebuy.com/enterprise/;第二，我國貿易http://www.stonebuy.com/trade/順差來源地主要集中在歐美地區。盡管我國的貿易http://www.stonebuy.com/trade/順差很大，但國民收益卻未必是最高的，因為加工貿易http://www.stonebuy.com/trade/利潤一般只有3%-.5%。其主要原因是我國現有出口http://en.stonebuy.com/產品http://www.stonebuy.com/sample/大都是生產勞動密集型、附加值較低的產品http://www.stonebuy.com/sample/，以低價進人國際市場http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html，導致國際貿易http://www.stonebuy.com/trade/爭端時有發生。     

　　商務部近期發布的《商務發展第十一個五年規劃綱要》中對外貿方面目標的表述是:"200年，進出口http://en.stonebuy.com/調控目標為23000億美元，年均增長10%左右，進出口http://en.stonebuy.com/實現基本平衡。出口http://en.stonebuy.com/結構和效益明顯改善，綜合競爭力明顯提高，自主增長能力明顯增強。”這是中國http://www.stonebuy.com政府第一次為進出口http://en.stonebuy.com/平衡制定明確的時間表。并將加工貿易http://www.stonebuy.com/trade/繼續列為主要調控目標。     
這次國家調整出口http://en.stonebuy.com/退稅和加工貿易http://www.stonebuy.com/trade/目錄屬結構性調整，是國家宏觀調控所采取的綜合措施之一，體現了國家限制高能耗、高污染、資源性產品http://www.stonebuy.com/sample/出口http://en.stonebuy.com/的意圖，這有利于進一步優化產業結構，促進外貿轉變增長方式，推動進出口http://en.stonebuy.com/貿易http://www.stonebuy.com/trade/均衡發展。我們石材http://www.stonebuy.com/行業雖然能耗不高、對污染物的排放正在進行有效的控制，但對自然資源的依賴性很強，在礦山開采、生產加工等過程中對資源、環境都會造成一定的損害。對此我們必須要有深刻的認識和正確的理解，要在為社會創造財富的同時，通過努力提高礦山開采和生產加工技術水平，最大限度的減少對資源的浪費和對環境的污染，為實現人與自然的和諧做出積極的貢獻。     

　　二、充分估計可能對石材http://www.stonebuy.com/行業發展帶來的影響     

　　在正確認識此次國家調整對外貿易http://www.stonebuy.com/trade/政策的同時，應該深人分析由此可能對石材http://www.stonebuy.com/行業發展帶來的影響。由于石材http://www.stonebuy.com/行業是一個外向型經濟很明顯的行業，2005年進出口http://en.stonebuy.com/總額超過30億美元，其中出口http://en.stonebuy.com/創匯22億美元，約占全行業規模以上企業http://www.stonebuy.com/enterprise/銷售收人的40%，且連續多年保持著較快的增長勢頭，此項政策的調整對我國石材http://www.stonebuy.com/行業的影響是顯而易見的，應該說是有利有弊。

　　從弊的一面來看，取消出口http://en.stonebuy.com/退稅優惠政策，必然增加企業http://www.stonebuy.com/enterprise/的生產經營成本，減弱我國石材http://www.stonebuy.com/行業在國際市場http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html的競爭優勢。由此對石材http://www.stonebuy.com/行業進出口http://en.stonebuy.com/貿易http://www.stonebuy.com/trade/產生的影響將在明年集中顯現，可能減緩我國石材http://www.stonebuy.com/產品http://www.stonebuy.com/sample/出口http://en.stonebuy.com/的增長勢頭，對出口http://en.stonebuy.com/為主的生產企業http://www.stonebuy.com/enterprise/和外貿流通企業http://www.stonebuy.com/enterprise/的經濟效益帶來較大影響。據初步估計，對整個石材http://www.stonebuy.com/行業來說，每年可能增加約10億元人民幣的稅負。相信隨著政策的到位，對石材http://www.stonebuy.com/行業的影響會逐漸顯現，尤其對福建http://www.zongyi.com.cn/、山東、廣東等石材http://www.stonebuy.com/出口http://en.stonebuy.com/大省及出口http://en.stonebuy.com/企業http://www.stonebuy.com/enterprise/影響較大。 

　　三、積極行動起來，采取措施迎接挑戰     

　　面對此項政策出臺可能對石材http://www.stonebuy.com/行業發展帶來的不利影響，我們不能坐以待斃，全行業應該積極行動起來，從行業乃至全國的大局出發，轉弊為利，促進行業持續健康發展。 

　　1.樹立科學發展觀，肩負起應有的社會責任     
　　作為現代社會的基礎，企業http://www.stonebuy.com/enterprise/不僅是社會財富的創造者，也是社會責任的承擔者。國家、社會整體利益中蘊含著企業http://www.stonebuy.com/enterprise/個體利益，離開了國家的支持和社會的認可，企業http://www.stonebuy.com/enterprise/將失去發展的空問。黨的十六屆六中全會通過的《中共中央關于構建社會主義和諧社會若千重大問題的決定》對構建社會主義和諧社會作出了一系列重大部署，我們石材http://www.stonebuy.com/行業是一個勞動密集型、資源消耗型較為典型的行業，必須樹立并落實科學發展觀，從促進產業結構調整優化的基礎上去謀發展，從注重資源和環境保護的前提下去謀發展，從減少消耗、提高效益、與能源資源相協調上去謀發展，在自我發展中要注重進一步做好節能降耗、合理利用礦山資源、保護環境、提高職工的勞動安全等工作，履行好推動和諧社會建設的社會責任。協會要進一步發揮信息引導作用，當好企業http://www.stonebuy.com/enterprise/發展的參謀。     

　　2.推動產業重組，加強行業自律

　　目前，我國石材http://www.stonebuy.com/行業已發展成為一個年銷售收人近1000億元人民幣、年進出口http://en.stonebuy.com/總額超過30億美元的重要原材料行業，但社會各界對我們石材http://www.stonebuy.com/行業的認識和了解不多，有關方面的重視還不夠。為此，廣大石材http://www.stonebuy.com/企業http://www.stonebuy.com/enterprise/一方面要在生產經營活動中依法經營，誠信經營，樹立良好的社會形象;另一方面要共同做好行業宣傳工作，維護行業整體利益。協會要進一步加強行業整體形象宣傳，積極游說政府有關部門，以增進社會各界對石材http://www.stonebuy.com/行業的了解和支持。
