1、項(xiàng)目背景
1、Background
本項(xiàng)目位于深圳市寶安中心區(qū)碧海片區(qū)內(nèi),是碧海片區(qū)商業(yè)、商務(wù)功能的核心區(qū)和城市更新優(yōu)先發(fā)展引導(dǎo)區(qū),同時(shí)也是碧海片區(qū)的標(biāo)志性地區(qū)。
The project is located in Bihai Area, Center Baoan District Shenzhen, as the heart of commercial and business functions, the project site is served as a prime area for city update and development, also a landmark in Bihai Area.
最新編制的《深圳市寶安中心區(qū)碧海片區(qū)城市設(shè)計(jì)》提出碧海片區(qū)發(fā)展目標(biāo):與濱海片區(qū)一體化發(fā)展,構(gòu)建寶安中心區(qū)濱海片區(qū)的復(fù)合功能拓展區(qū),并成為深圳西部CAA中央活力區(qū)(Central Activity Areas)的一個(gè)重要組成部分;建設(shè)區(qū)域商業(yè)島、商務(wù)島,打造成為珠江東岸經(jīng)濟(jì)發(fā)展帶和深圳城市發(fā)展西軸上一個(gè)重要區(qū)域性高端服務(wù)業(yè)多元集聚區(qū)。凸顯了商業(yè)島與商務(wù)島在片區(qū)的重要性。
The latest "Urban Design Plan of Bihai Area, Center Baoan District Shenzhen" provides the directions of development of Bihai Area: to integrate and share development with coastal area, to be a multi-purpose zone in coastal area of Center Baoan District, and gradually become an important part of Western Shenzhen CAA District (Central Activity Areas); make the commercial island and business island to be built up attract concentrated colorful high-end services in Eastern Pearl River Economic Development Area and western axis of Shenzhen’s urban development. The significance of Commercial Island and Business Island is highlighted.
碧海片區(qū)目前為高現(xiàn)狀區(qū),除少量新建居住小區(qū)外大部分用地為舊城、舊村、舊廠用地,基本已無(wú)土地儲(chǔ)備。此次規(guī)劃希望通過重點(diǎn)地段---商業(yè)島及商務(wù)島建設(shè),發(fā)揮軌道交通的帶動(dòng)作用,通過城市更新帶來(lái)片區(qū)的“空間釋放”,使碧海片區(qū)商業(yè)島及商務(wù)島成為西鄉(xiāng)城市更新的示范區(qū)之一。
Most spaces in Bihai Area keep old looks, most of areas are covered by old city, old village, old factory apart from a small amount of new residential buildings, and there are few land reserve. This planning is expected to realize “space freedom” through construction of Commercial Island and Business Island under driving function of rail transport, to enable Commercial Island and Business Island to be demonstrating areas of western urban update.
本次征集活動(dòng)擬在全球范圍內(nèi)展開,公開邀請(qǐng)規(guī)劃及城市設(shè)計(jì)類的優(yōu)秀設(shè)計(jì)公司、設(shè)計(jì)師事務(wù)所、設(shè)計(jì)聯(lián)合體參加。
This invitation is made globally; we publicly invite excellent design companies, designer firms and designer bodies engaging in planning and urban design worldwide.
2、項(xiàng)目名稱及范圍
2、Project name and scope
(1)項(xiàng)目名稱:深圳市寶安中心區(qū)碧海片區(qū)商業(yè)島、商務(wù)島城市設(shè)計(jì)國(guó)際咨詢
(2)設(shè)計(jì)范圍:商業(yè)島東西向沿新湖路及軌道交通1號(hào)線兩側(cè)形成;商務(wù)島南北向沿西鄉(xiāng)河展開,東與濱海片區(qū)相接。規(guī)劃范圍總用地面積:152.11公頃,其中:
碧海商業(yè)島總用地面積約71.92公頃;碧海商務(wù)島總用地面積約80.19公頃。(詳見圖)
(1) Project name: International Consultation on Urban Design of Commercial Island and Business Island in Bihai Area, Center Baoan District Shenzhen
(2) Scope: commercial island- east-west direction along two sides of Xinhu Road and No.1 line of Metro; business island-along Xixiang River and connects coastal area to east. The total area under planning: 152.11 ha, of which:
Bihai Commercial Island covers an area of approximately 71.92 hectares; Bihai Business Island covers an area of approximately 80.19 hectares (As the figure).
3、國(guó)際咨詢目的
3、 Purposes to be realized by international consultation
(1)緊密結(jié)合碧海片區(qū)城市設(shè)計(jì)目標(biāo),進(jìn)一步獲取具有高起點(diǎn)、高標(biāo)準(zhǔn)、可操作的城市設(shè)計(jì)方案。
(2)通過對(duì)《深圳市寶安中心區(qū)碧海片區(qū)城市設(shè)計(jì)》細(xì)致深入的研究和解讀,深化商業(yè)島及商務(wù)島用地功能、空間形態(tài)等,為下一步城市建設(shè)及管理提供技術(shù)支撐。
(1) Adhere to objectives of urban design in Bihai Area, and further to obtain high end, high level and practical urban design program.
(2) By deep studies and careful analysis on "Urban Design Plan of Bihai Area, Center Baoan District Shenzhen", to improve functions and spaces of Commercial Island and Business Island, and provide technical supports for following city construction and management.
4、國(guó)際咨詢的任務(wù)和主要內(nèi)容
4、 Missions and contents of international consultation
本次城市設(shè)計(jì)應(yīng)包含三個(gè)不同層面的城市設(shè)計(jì)內(nèi)容,分別為:總體控制層面、商業(yè)島及商務(wù)島街區(qū)控制層面、重要節(jié)點(diǎn)地塊控制層面。
Three levels shall be contained in this urban design, namely: firstly overall design, secondly block design in Commercial Island and Business Island, and thirdly block design in important sectors.
總體控制層面
從整個(gè)區(qū)域的角度解讀《深圳市寶安中心區(qū)碧海片區(qū)城市設(shè)計(jì)》,注重規(guī)劃區(qū)與碧海片區(qū)、濱海片區(qū)及周邊地區(qū)相互協(xié)調(diào)性,分析總體布局,結(jié)構(gòu),交通,景觀,公共開放空間,大型基礎(chǔ)設(shè)施等,并重視設(shè)計(jì)區(qū)域外部界面設(shè)計(jì)。
Overall design
To analyze the "Urban Design Plan of Bihai Area, Center Baoan District Shenzhen" from the perspectives of the entire area, pay attentions to coordination between the area under planning and Bihai area, coastal area and surrounding areas, make a good analysis on overall layout, structure, traffic, public open space , large-scale infrastructure, and attach importance to regional exterior design.
商業(yè)島、商務(wù)島街區(qū)控制層面
確定商業(yè)島、商務(wù)島未來(lái)發(fā)展目標(biāo),明確街區(qū)主要功能、空間形態(tài)、用地布局、綜合交通組織、綠地景觀、公共開敞空間、地下空間及實(shí)施策略等。
Block design in Commercial Island and Business Island
To determine future development objectives of Commercial Island and Business Island, to identify key functions of the block, space styles, land using, comprehensive traffic organization, green space & landscape, public open space, underground space and strategies used to achieve these objectives.
重要節(jié)點(diǎn)地塊控制層面
確定重要節(jié)點(diǎn)的設(shè)計(jì)數(shù)量及范圍,原則上節(jié)點(diǎn)總數(shù)應(yīng)不小于《深圳市寶安中心區(qū)碧海片區(qū)城市設(shè)計(jì)》所確定的數(shù)量。并對(duì)重點(diǎn)節(jié)點(diǎn)區(qū)內(nèi)的主要建/構(gòu)筑物(群)的造型、建筑外部空間尺度及其組合、建筑界面及色彩等提出較明確的構(gòu)想。
Block design in important sectors
To determine quantity and scope of important sectors under design, in principle the sector quantity shall not be less than the quantity stipulated in "Urban Design Plan of Bihai Area, Center Baoan District Shenzhen". Provide clear conceptualizations for shape, exterior size, outlook and color of key building/structure(s) in addition to structural combinations.
5、咨詢活動(dòng)組織方式
5、Organization of this consultation invitation
本咨詢活動(dòng)將分四個(gè)階段:
(1)設(shè)計(jì)單位資格預(yù)審階段
主辦單位將通過公眾媒體發(fā)布咨詢信息,接受設(shè)計(jì)單位的公開報(bào)名,有意參加的設(shè)計(jì)單位按照公告指定時(shí)間、地址提交書面資格預(yù)審資料。
This invitation activity will be divided into four stages:
(1) Pre-qualification of designer
The organizer will publish the information through public media and receive applications, the designers who are interested shall submit written pre-qualification information to the stipulated address at the specified time.
采用聯(lián)合體名義參賽的設(shè)計(jì)單位以報(bào)名時(shí)排在最前面的設(shè)計(jì)單位作為主要設(shè)計(jì)單位。設(shè)計(jì)單位屬地以其報(bào)名時(shí)提供的企業(yè)http://www.stonebuy.com/enterprise/工商注冊(cè)地址為依據(jù)進(jìn)行確定。
For the designers who submit application as a team, the first one marked in the Designer List shall be deemed as key designer. The designer address shall be deemed as its business registration address when provide applications.
主辦單位將本著公平、公正的原則,組織專家小組對(duì)報(bào)名的設(shè)計(jì)單位進(jìn)行資格預(yù)審,根據(jù)有意參加咨詢的設(shè)計(jì)單位的實(shí)力、信譽(yù)和設(shè)計(jì)水平等情況進(jìn)行比較篩選,選出4-5家左右設(shè)計(jì)單位,并在公告指定時(shí)間發(fā)出正式書面咨詢邀請(qǐng)函。
Organizer will establish an expert team for pre-qualification on applicants fairly and impartially, the selection will be made according to capacity, prestige and design level of applicants, then four or five designers (teams) will be selected, and organizer will send letter of invitation at specified time in the notice.
被正式邀請(qǐng)參加咨詢的設(shè)計(jì)單位在收到咨詢邀請(qǐng)函后,如確認(rèn)參加咨詢,應(yīng)傳真遞交書面參加咨詢確認(rèn)函。未入選單位恕不另行通知。
If designer confirm to participate in the consultation activity upon letter of invitation is received, the designer shall fax a confirmation sheet. The designer fail to be selected will not receive notice.
(2)城市設(shè)計(jì)咨詢成果編制階段
應(yīng)邀設(shè)計(jì)單位在指定日期前來(lái)深圳辦理報(bào)名登記手續(xù),交納報(bào)名保證金,主辦單位將向設(shè)計(jì)單位提供咨詢?nèi)蝿?wù)書及相關(guān)資料。
(2) Compilation of results of urban design consultation
The invited parties shall register their names in Shenzhen at specified time, and pay application deposits, and then organizer will provide consultation mission statements and relevant information.
報(bào)名手續(xù)完成后,主辦單位將組織設(shè)計(jì)單位進(jìn)行答疑、現(xiàn)場(chǎng)調(diào)研。
之后由各受邀請(qǐng)?jiān)O(shè)計(jì)單位進(jìn)行城市設(shè)計(jì)咨詢成果編制,并按照指定的時(shí)間、地址提交任務(wù)書規(guī)定之全部設(shè)計(jì)咨詢成果,每家單位限送報(bào)一份設(shè)計(jì)咨詢成果。
After registration, the organizer will make Q&A and arrange site visit for designers.
The invited designers will carry out compilation of urban design results, and submit all results required by the mission sheet to specified address at specified time, one applicant shall only summit one copy.
未按期提交設(shè)計(jì)咨詢成果的設(shè)計(jì)單位,將視為棄權(quán),且不退還保證金;逾期提交設(shè)計(jì)咨詢成果的設(shè)計(jì)單位也將視為無(wú)效,不得參與本次設(shè)計(jì)咨詢的最終評(píng)選,且不退還報(bào)名保證金。
The designer who fails to submit in time shall be deemed as abstained, and the deposit will not be returned; the results submitted lately will be deemed as invalid and will not be entered in final selection, and the deposit will not be returned.
(3)城市設(shè)計(jì)咨詢成果評(píng)審階段
由主辦單位邀請(qǐng)的國(guó)內(nèi)外知名規(guī)劃、設(shè)計(jì)專家組成評(píng)審委員會(huì)。
評(píng)審委員會(huì)首先將審核設(shè)計(jì)單位提供的設(shè)計(jì)成果是否符合任務(wù)書的技術(shù)要求。不符合要求的設(shè)計(jì)成果將視為無(wú)效成果,主辦單位將不支付任何費(fèi)用,僅退還報(bào)名保證金。
(3) Review on results
The designer will establish a Review Committee made up of known planning and design experts home and abroad.
The Review Committee will firstly determine that whether the design results are in line with mission statements, and the failed one will be deemed as invalid, the organizer will not pay any charges, only return the deposit.
評(píng)審委員會(huì)將評(píng)選出一等獎(jiǎng)及二等獎(jiǎng)方案各1名(如評(píng)審委員會(huì)認(rèn)為條件不具備,可空缺),評(píng)選產(chǎn)生的一等獎(jiǎng)方案為中選方案,中選方案單位將承擔(dān)城市設(shè)計(jì)修改完善和深化設(shè)計(jì)的編制工作。若一等獎(jiǎng)空缺,則前兩名方案進(jìn)行下一階段修改完善后再經(jīng)專家評(píng)審,產(chǎn)生中選方案。
The Review Committee will determine one best plan and one secondary plan (vacancy can be allowed if the Review Committee can not find the two), the best plan will be the winner which will be used for further improvement for urban design. If the best plan and secondary plan are vacant, Review Committee will start following stage and review the top 2 plans determined again till winner is found.
(4)方案修改階段
為確保設(shè)計(jì)成果的可操作性,所有參賽設(shè)計(jì)單位都應(yīng)配合主辦單位提供后期服務(wù)。
如經(jīng)專家評(píng)審未產(chǎn)生一等獎(jiǎng)方案,則由前兩名方案設(shè)計(jì)單位進(jìn)行修改完善,主辦單位將組織專家評(píng)審,產(chǎn)生中選方案。
(4) Modification
To ensure the operability of the design results, all participants shall provide cooperation to organizer for afterward services.
If the best plan can not be determined, the top 2 plans shall be modified and improved by designers, the organizer will establish a Review Committee for review till winner is found.
(5)深化設(shè)計(jì)階段
中選方案單位有編制城市設(shè)計(jì)深化成果的優(yōu)先權(quán)。
(5) Design improvement
The designer who submits best plan is entitled to prepare improved urban design.
6、咨詢費(fèi)用
6、Charges
(1)報(bào)名保證金
確認(rèn)報(bào)名的設(shè)計(jì)單位在辦理報(bào)名相關(guān)手續(xù)時(shí)交納:
投標(biāo)保證金:人民幣 1萬(wàn)元整,該保證金在招投標(biāo)交易程序完成后,將按相關(guān)請(qǐng)款程序退還給投標(biāo)單位。

(2) 咨詢方案設(shè)計(jì)補(bǔ)償費(fèi)
設(shè)計(jì)成果通過評(píng)審委員會(huì)技術(shù)審核,達(dá)到設(shè)計(jì)咨詢文件要求但未中選的設(shè)計(jì)方案,每家將獲得設(shè)計(jì)補(bǔ)償費(fèi):人民幣20萬(wàn)元整。
(2) Compensation
The designer whose design passes technical review of Review Committee, and reaches requirements stipulated in the consultation mission sheet, but failed to be selected is entitled to receive compensation: RMB 200,000 Yuan.
(3)獎(jiǎng)金
評(píng)審委員會(huì)將在充分討論評(píng)議的基礎(chǔ)上,通過記名投票評(píng)選產(chǎn)生出一等獎(jiǎng),二等獎(jiǎng)設(shè)計(jì)方案各1名,如評(píng)審委員會(huì)認(rèn)為條件不具備時(shí)可以空缺。
一等獎(jiǎng)獎(jiǎng)金人民幣30萬(wàn)元整,二等獎(jiǎng)獎(jiǎng)金人民幣15萬(wàn)元整。
(3) Bonus
The Review Committee will determine one First Prize and one Second Prize by fair and sufficient discussion based on disclosed ballot, and the prizes can be vacant if the committee determines none can reach their standards.
Bonus for First Prize: RMB 300,000 Yuan; bonus for second prize: RMB 150,000 Yuan.
(4)后期服務(wù)費(fèi)用
如經(jīng)專家評(píng)審未產(chǎn)生一等獎(jiǎng)方案,則前兩名方案進(jìn)行修改完善后再經(jīng)專家評(píng)審,產(chǎn)生中選方案,未中選的方案單位另獲方案修改費(fèi)人民幣10萬(wàn)元。
成果編制費(fèi):中選方案單位編制城市設(shè)計(jì)成果,設(shè)計(jì)取費(fèi)參照國(guó)家規(guī)定執(zhí)行,設(shè)計(jì)費(fèi)為人民幣150萬(wàn)元。
(4) Afterward service charges
If the plan which can win first prize can not be found after review, the top 2 plans will be improved and perfected by designers for review again by experts till winner is found, the failed one is entitled to receive 100,000 Yuan as improvement charges.
Results compilation charges: the winner will prepare improved urban plan, the design charges shall be in line with national standards, and he will receive RMB 1.5 million Yuan as design charge.
(5)其他費(fèi)用
所有被邀請(qǐng)單位所獲所有費(fèi)用的稅金和咨詢過程中發(fā)生的一切費(fèi)用自理。
獲邀單位需與主辦單位簽訂相關(guān)協(xié)議,協(xié)議生效后方可按約定支付相關(guān)費(fèi)用。
(5) Other charges
All charges or taxes incurred shall be paid by participants.
The winner shall sign an agreement with organizer, and relevant charges will be paid after agreement is entry in force.
7、資格預(yù)審資料要求
7、 Information provided for pre-qualification
有意應(yīng)征的設(shè)計(jì)單位需提供資格預(yù)審資料(一式10份),資格預(yù)審資料應(yīng)包括以下內(nèi)容:
(1)設(shè)計(jì)單位簡(jiǎn)介
(2)設(shè)計(jì)單位資質(zhì)證明(企業(yè)http://www.stonebuy.com/enterprise/法人營(yíng)業(yè)執(zhí)照復(fù)印件、資質(zhì)證書復(fù)印件、法人代表證明書)
(3)設(shè)計(jì)單位以往承擔(dān)同類型項(xiàng)目的業(yè)績(jī)資料(應(yīng)附作品簡(jiǎn)要介紹及圖片)
(4)設(shè)計(jì)人員計(jì)劃(應(yīng)提供人員組合、主要設(shè)計(jì)人員履歷。參與單位必須保證設(shè)計(jì)人員是咨詢單位在冊(cè)人員,設(shè)計(jì)負(fù)責(zé)人必須由主持過同類型項(xiàng)目,設(shè)計(jì)負(fù)責(zé)人必須直接參與設(shè)計(jì)全過程。為了保證項(xiàng)目組對(duì)地域背景和相關(guān)要求的準(zhǔn)確理解,項(xiàng)目組內(nèi)至少要有一名通曉漢語(yǔ)的華裔人士參加)
The interested designer shall submit the pre-qualification information in 10 copies, including:
(1) Brief Introduction of designer
(2) Qualification proofs of designer (copy of business license, qualifications certificates, and certificate of legal representative)
(3) Information about previous experiences (brief introduction and pictures shall be attached).
(4) Staffing (arrangement of personnel and key designer resumes shall be submitted. The participant must ensure that all designers are registered, the key designer must have the experience of hosting the similar projects and he must be involved in full process. At least one ethnic Chinese member shall be equipped in the team for accurate understanding on geographical background and relevant requirements).
(5)項(xiàng)目建議書至少應(yīng)包括以下內(nèi)容:
■ 現(xiàn)狀及自然條件研判
■ 規(guī)劃理念
■ 商業(yè)島、商務(wù)島定位及職能設(shè)定
■ 各層面城市設(shè)計(jì)初步概念構(gòu)思
■ 提出規(guī)劃管理政策初步建議
(5) The proposal shall contain following at least:
■ Analysis on status and natural conditions
■ Planning principles
■ Positioning and functions of commercial island and business island
■ Initial concepts of urban design in different levels
■ Initial proposal on planning and management policies
(6)工作計(jì)劃書
(6) Work plan
(7)聯(lián)系人、聯(lián)系方式、常設(shè)辦公地址
有意參加咨詢的設(shè)計(jì)單位應(yīng)按公告要求的時(shí)間、地址將全部資格預(yù)審材料(須蓋單位公章及單位法人簽字)以書面形式送達(dá)或特快專遞(有效時(shí)間以當(dāng)?shù)剜]戳為準(zhǔn))至主辦單位。其中,項(xiàng)目建議書須另行單獨(dú)密封,同時(shí)送達(dá),項(xiàng)目建議書封皮、內(nèi)頁(yè)、圖片中不得含有能識(shí)別有意參加設(shè)計(jì)單位的名稱、標(biāo)識(shí)等內(nèi)容。
(7) Contact person, contact means, permanent business address
The interested designers shall send the written prequalification information (shall be stamped and signed by legal representative) to the organizer at the specified time and address stipulated on the notice through delivery or courier. Among them, the proposal should be separately sealed and delivered, any logos or marks showing designers shall be free from cover, inside pages or picture in the proposal.
8、日程安排
8、 Schedule
(1)有意應(yīng)征單位將全部資格預(yù)審資料,于(北京時(shí)間,以下皆同)2010年 9 月21 日17:00點(diǎn)之前提交到指定地址。
(2)主辦單位將在2010年9月底前向通過資格預(yù)審的設(shè)計(jì)單位發(fā)出書面咨詢邀請(qǐng)函。
(3)各獲邀參加的設(shè)計(jì)機(jī)構(gòu)工作時(shí)間為2個(gè)月左右,最終設(shè)計(jì)成果提交時(shí)間以正式發(fā)布的咨詢文件為準(zhǔn)。
(4)主辦單位有權(quán)根據(jù)具體情況改變以上日程,如有改變,另行通知。
(1) The interested designers shall send all pre-qualification information to specified address earlier than 7 o’clock P.M September 21, 2010 (Beijing Time, same in following).
(2) The organizer will send written letter of invitation to designers who pass pre-qualification earlier than the end of September 2010.
(3) The invited designers can work for about 2 hours, the final design results shall be submitted at the time stipulated in official consultation document.
(4) The organizer reserves the right to change the above schedule on some circumstances, and notice will be made.
9、法律訴訟問題
9、Legal issues
(1)參加本次咨詢的成果的署名權(quán)歸應(yīng)征者所有,主辦單位有權(quán)無(wú)償使用咨詢成果。
(2)參加本次咨詢者均被視為承認(rèn)本文件的所有條款。
(3)本次公告的內(nèi)容以正式發(fā)布的咨詢文件為準(zhǔn),主辦單位擁有本次公告的最終解釋權(quán)。
(4)如果本公告條款的中英文文本間存在歧義,以中文文本為準(zhǔn)。
(1) The authorship of plan is owned by participant in this consultation, the organizer has the right to free use of consultation results.
(2) Participation in the consultation is deemed as recognition of all the provisions of this document.
(3) The provisions in official consultation document shall prevail, the organizers has the final power of interpretation of this notice.
(4) In case of any ambiguity or discrepancy between the Chinese and English version of this bulletin’s clauses, the Chinese version shall prevail.
