南安積極貫徹科學發展觀 推進石材產業轉型升級

　　據南安http://www.shicai.com.cn/市市長王春金介紹：近年來，南安http://www.shicai.com.cn/市積極推進石材http://www.stonebuy.com/產業轉型升級，走創新發展、高端發展、綠色發展的內涵提升之路，促進石材http://www.stonebuy.com/業可持續發展，產業規模不斷壯大，產業競爭力日益增強。
　　低碳方面：按照“全封閉、大循環、再利用”的思路，大力發展石材http://www.stonebuy.com/循環經濟。
　　一是清潔化生產。制定石材http://www.stonebuy.com/清潔規范，并將其列入近海水域環境污染綜合治理工作，加強對石粉產生、壓濾、堆放、運輸和填埋等環節的環保執法，三年來關閉600多家“三無”石材http://www.stonebuy.com/企業http://www.stonebuy.com/enterprise/及染板廠，停電停產整治1500多家違法排污企業http://www.stonebuy.com/enterprise/。目前，全市持證經營的石材http://www.stonebuy.com/企業http://www.stonebuy.com/enterprise/均已實現污水零排放，石材http://www.stonebuy.com/業能耗比其他產業平均降低40%，基本消除石材http://www.stonebuy.com/業造成的環境污染。
　　二是集約化利用。引進中節能石粉利用項目、北京昌和國際石粉綜合利用項目，鼓勵企業http://www.stonebuy.com/enterprise/自主開發石粉碎石利用技術，將其制成環保新型墻材、人造崗石、石拼油畫等市場http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html暢銷產品http://www.stonebuy.com/sample/。全市共有135家石粉碎石綜合利用企業http://www.stonebuy.com/enterprise/，其中規模以上企業http://www.stonebuy.com/enterprise/41家，擁有5個省級石材http://www.stonebuy.com/循環經濟試點企業http://www.stonebuy.com/enterprise/（園區），年利用石粉100萬噸、碎石110萬噸，利用率分別達65%和90%，成為全省僅有的兩個省級循環經濟示范市之一。
　　三是集中化管理。全市規劃建設石材http://www.stonebuy.com/企業http://www.stonebuy.com/enterprise/加工集中區11個，引導石材http://www.stonebuy.com/企業http://www.stonebuy.com/enterprise/集聚發展，同時預留10%土地用于發展石粉碎石綜合利用項目，建成石粉填埋場、碎石處置場和石粉清運公司，對石粉、碎石等進行統一管理、收集、清運，最大程度降低環境污染。目前，全市石材http://www.stonebuy.com/企業http://www.stonebuy.com/enterprise/已基本遷入加工集中區，石粉、碎石基本得到集中處理和利用。
　　創新方面：按照“在創新轉型中創造新優勢”的要求，大力推動石材http://www.stonebuy.com/產業技術創新、產品http://www.stonebuy.com/sample/創新、管理創新，加快轉變提升步伐。
　　一是搭建創新平臺。每年安排500萬元專項支持石材http://www.stonebuy.com/企業http://www.stonebuy.com/enterprise/創建工程技術研究中心、技術開發部、實驗室和檢測室，加快組建福建http://www.zongyi.com.cn/石材http://www.stonebuy.com/工程技術學院和國家石材http://www.stonebuy.com/建陶產品http://www.stonebuy.com/sample/質檢中心，并依托國家石材http://www.stonebuy.com/質量監督檢驗中心在閩南建材第一市場http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html設立的工作站，為石材http://www.stonebuy.com/企業http://www.stonebuy.com/enterprise/提供科技公共服務，提升自主創新能力。全市共有石材http://www.stonebuy.com/高新技術企業http://www.stonebuy.com/enterprise/2家、省級企業http://www.stonebuy.com/enterprise/（行業）技術中心6個、省級新產品http://www.stonebuy.com/sample/2個、泉州http://www.zongyi.com.cn/市級企業http://www.stonebuy.com/enterprise/（行業）技術中心6個。
　　二是創新發展理念。引導石材http://www.stonebuy.com/業延伸產業鏈，從低端走向高端，從建筑材料向裝潢裝飾、精品藝術等產業延伸。比如，康利集團的“創意裝飾石尚秀”、溪石集團的“裝飾一體化”、環球石材http://www.stonebuy.com/“全球石材http://www.stonebuy.com/裝飾整體解決方案”，都是石材http://www.stonebuy.com/業高端發展理念。
　　三是推進產品http://www.stonebuy.com/sample/創新。引導石材http://www.stonebuy.com/產業注入文化創意元素，提高產品http://www.stonebuy.com/sample/附加值。比如，“英良五號倉庫”提出石頭“玉化”的概念，開發出天然奢華石材http://www.stonebuy.com/系列、半寶石系列、化石系列、水晶系列等一系列石材http://www.stonebuy.com/珍品，把石頭做成了精品，甚至是藝術品。
　　四是創新金融服務。引進民生銀行在水頭http://www.shicai.com.cn/設立石材http://www.stonebuy.com/支行，擬籌集300億元資金，為石材http://www.stonebuy.com/產業礦山開發、荒料貿易http://www.stonebuy.com/trade/、石材http://www.stonebuy.com/加工及石材http://www.stonebuy.com/銷售各環節提供富有特色的專業化金融服務。
　　五是推動管理創新。積極推動石材http://www.stonebuy.com/企業http://www.stonebuy.com/enterprise/管理創新改制上市，現有石材http://www.stonebuy.com/上市后備企業http://www.stonebuy.com/enterprise/10多家。

　　二是鼓勵有實力的南安http://www.shicai.com.cn/石材http://www.stonebuy.com/企業http://www.stonebuy.com/enterprise/到境外進行礦山開采，在全球范圍內構建原材料供應和配置網絡，基地遍布印度、巴西、埃及、西班牙等十多個國家，國內85%石礦山資源、土耳其20%石礦山資源掌握在南安http://www.shicai.com.cn/石材http://www.stonebuy.com/企業http://www.stonebuy.com/enterprise/手中。

　　一是組建石材http://www.stonebuy.com/大集團。引導石材http://www.stonebuy.com/企業http://www.stonebuy.com/enterprise/兼并重組、改制上市，支持石材http://www.stonebuy.com/企業http://www.stonebuy.com/enterprise/設立營銷中心，培育石材http://www.stonebuy.com/總部企業http://www.stonebuy.com/enterprise/，力爭到2015年組建10家石材http://www.stonebuy.com/企業http://www.stonebuy.com/enterprise/大集團。
　　二是打造石材http://www.stonebuy.com/大產業。力爭到2015年石材http://www.stonebuy.com/產業工業總產值達到500億元以上，年均增長17%以上，規模以上總產值超過430億元。
　　三是打造石材http://www.stonebuy.com/大品牌。出臺獎勵激勵機制，鼓勵引導石材http://www.stonebuy.com/企業http://www.stonebuy.com/enterprise/爭創品牌、提升價值，力爭到2015年，新增國家級品牌3-5枚，進一步打響區域品牌。
　　四是建立石材http://www.stonebuy.com/大聯盟。支持石材http://www.stonebuy.com/企業http://www.stonebuy.com/enterprise/抱團發展，組建市場http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html聯盟、資金聯盟，將南安http://www.shicai.com.cn/打造成為具有國際競爭力和國際影響力的國際石材http://www.stonebuy.com/之都。
　　五是發展石材http://www.stonebuy.com/大商貿。支持設立石材http://www.stonebuy.com/保稅倉儲區，扶持流通型企業http://www.stonebuy.com/enterprise/做大石材http://www.stonebuy.com/進出口http://en.stonebuy.com/業務，鼓勵組建服務石材http://www.stonebuy.com/產業的物流企業http://www.stonebuy.com/enterprise/，形成集加工、運輸、儲存、包裝、配送、信息等完善快捷的物流服務體系，著力創建國家外貿轉型升級專業型石材http://www.stonebuy.com/示范基地。
