南安印發企業上市行動方案，圍繞石材等優勢產業培育形成專精特新后備方塊

　　9月5日，南安http://www.shicai.com.cn/市人民政府發布《南安http://www.shicai.com.cn/市推進企業http://www.stonebuy.com/enterprise/上市實現高質量發展三年行動方案（2022-2024年）》（以下簡稱《方案》）。《方案》總體目標為：到2024年末，力爭實現新增上市掛牌企業http://www.stonebuy.com/enterprise/10家以上。其中，重點任務將圍繞石材http://www.stonebuy.com/、陶瓷、機械http://www.stonebuy.com/machine/裝備、水暖廚衛、電子信息、日用輕工等傳統優勢產業集群，每年篩選20家龍頭、骨干企業http://www.stonebuy.com/enterprise/，培育形成“專精特新后備方塊”。

　　為深入貫徹落實中央和省市關于促進資本市場http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html健康發展相關系列精神，發揮資本市場http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html服務實體經濟的重要作用，拓寬企業http://www.stonebuy.com/enterprise/直接融資渠道，助推我市產業轉型升級和經濟高質量發展超越，結合我市實際，制定本行動方案。

　　一、總體目標

　　堅持以習近平新時代中國http://www.stonebuy.com特色社會主義思想為指導，深入貫徹黨的十九大和十九屆二中、三中、四中、五中、六中全會精神，聚焦泉州http://www.zongyi.com.cn/市委、市政府關于“強產業、興城市”雙輪驅動以及“抓項目、促發展”系列專項行動的部署要求，著力優化企業http://www.stonebuy.com/enterprise/上市服務體制機制，大力推進企業http://www.stonebuy.com/enterprise/上市和多層次產業基金體系建設，為我市實體經濟提供金融支撐。

　　——上市公司數量實現新提升。到2024年末，力爭實現新增上市掛牌企業http://www.stonebuy.com/enterprise/10家以上。

　　——產業基金規模實現新突破。到2024年末，南安http://www.shicai.com.cn/市產業投資基金總規模不低于100億元，新增天使投資、創業投資基金3只以上，建立覆蓋天使投資、創業投資、產業投資基金的政府引導型基金鏈條。




　　二、重點任務

　　（一）建立高質量企業http://www.stonebuy.com/enterprise/上市梯隊。圍繞石材http://www.stonebuy.com/、陶瓷、機械http://www.stonebuy.com/machine/裝備、水暖廚衛、電子信息、日用輕工等傳統優勢產業集群，每年篩選20家龍頭、骨干企業http://www.stonebuy.com/enterprise/，培育形成“專精特新后備方塊”。圍繞新一代信息技術、高端裝備制造、新材料等戰略新興產業，每年挖掘20家科技小巨人、隱形“獨角獸”等企業http://www.stonebuy.com/enterprise/，孵化形成“科技創新領軍梯隊”。大力開展“規改股、股上市”專項行動，聚焦轄內納稅超500萬元企業http://www.stonebuy.com/enterprise/，遴選符合產業發展方向和創新產業鏈條的“金種子”企業http://www.stonebuy.com/enterprise/，通過輔導培育，分層、分期推進股改、規范發展，夯實上市根基。

　　（二）穩步推進企業http://www.stonebuy.com/enterprise/掛牌上市。充分利用新三板作為北交所上市“跳板”的優勢，重點推動“專精特新”企業http://www.stonebuy.com/enterprise/在新三板掛牌先行資本運作。建立企業http://www.stonebuy.com/enterprise/與政府、中介服務機構三方聯動機制，制定重點上市后備企業http://www.stonebuy.com/enterprise/專屬服務方案，“一企一策”協調解決改制上市問題，為重點上市后備企業http://www.stonebuy.com/enterprise/提供“保姆式”精準扶持，督導中介服務機構勤勉盡職開展輔導工作，提高企業http://www.stonebuy.com/enterprise/上市效率。

　　（三）加強企業http://www.stonebuy.com/enterprise/上市輔導培訓。定期組織開展專題培訓、典型宣傳、異地調研、政企共同研學、參訪上市公司等活動，邀請專家授課輔導，幫助企業http://www.stonebuy.com/enterprise/高級管理人員樹立正確上市理念，學習掌握上市政策，激發企業http://www.stonebuy.com/enterprise/上市熱情，提升上市實務操作水平。

　　（四）加大企業http://www.stonebuy.com/enterprise/服務支持力度。加強與國內知名證券公司、會計師事務所、律師事務所等證券服務機構的對接合作，圍繞處于沖刺期、成熟期、成長期、初創期的后備企業http://www.stonebuy.com/enterprise/，提供差異化顧問服務。深化領導掛鉤幫扶后備企業http://www.stonebuy.com/enterprise/制度，幫助企業http://www.stonebuy.com/enterprise/引入創業資本和“外智”等資源。建立完善“上市服務員”機制，加強全流程動態跟蹤服務，做到“服務企業http://www.stonebuy.com/enterprise/清單化、解決問題個性化”。

　　（五）強化企業http://www.stonebuy.com/enterprise/上市要素保障。優先保障重點上市后備企業http://www.stonebuy.com/enterprise/用工、用地、用能、用水、用氣等發展要素，優先支持納入政府產業投資基金、風險補償資金、財政專項資金等各類扶持政策范圍。定期開展政銀企對接活動，鼓勵銀行機構、政府性融資擔保公司為后備企業http://www.stonebuy.com/enterprise/提供融資服務。完善企業http://www.stonebuy.com/enterprise/股權融資常態化路演機制，加強與優質股權投資管理機構對接，拓寬企業http://www.stonebuy.com/enterprise/融資渠道。

　　（六）完善產業投資基金體系。搭建“1+N”兩級母子基金架構，放大基金杠桿規模。設立南安http://www.shicai.com.cn/市產業投資基金，通過設立子基金、直接投資、跟進投資等方式圍繞本市重點產業布局開展投資。

　　（七）加快發展股權投資。充分發揮政府產業投資基金引導作用和財政資金杠桿作用，通過市場http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html化運作，帶動股權投資機構參與本市擬上市企業http://www.stonebuy.com/enterprise/、專精特新企業http://www.stonebuy.com/enterprise/投資以及上市公司、新三板企業http://www.stonebuy.com/enterprise/定增，幫助企業http://www.stonebuy.com/enterprise/改善股權結構、提升對接資本市場http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html能力。開展引進國內私募股權投資機構專項行動，加強與省級、泉州http://www.zongyi.com.cn/市級政府產業投資基金合作對接，形成投資聯動。

　　（八）支持上市公司發展。充分發揮上市公司產業升級主力軍作用，鼓勵通過配股、增發、發行可轉債等再融資方式，擴大直接融資規模，實現高質量發展。支持上市公司圍繞產業集群發展需求開展并購，審慎開展脫離主業的資產收購。強化合規經營和社會責任意識，規范上市公司日常經營行為，保障上市公司和投資者的合法權益。

　　（九）開展上市公司紓困救助。強化國企與民營上市公司的聯動協作，對有前景、有品牌、有市場http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html、有技術但暫時出現流動性困難的上市公司提供融資支持。積極推動并購重組，通過新資產注入、大股東注資、司法重整等方式，提高困難上市公司的“造血”能力。

　　三、保障措施

　　（一）加強組織領導。發揮市企業http://www.stonebuy.com/enterprise/改制上市工作領導小組統籌協調作用，領導小組各成員單位按照職責分工，落實工作措施，加強聯動配合，及時研究解決企業http://www.stonebuy.com/enterprise/上市、基金發展工作中遇到的問題。領導小組辦公室切實做好貫徹落實、協調推進等日常工作。

　　（二）完善工作機制。設立企業http://www.stonebuy.com/enterprise/上市、基金發展工作專班，提供項目招引落地、本地企業http://www.stonebuy.com/enterprise/投融資推介、政策直達等服務。健全完善現場調研、定期會商、信息交流、工作協同、容錯糾錯等制度，開通“綠色通道”，為企業http://www.stonebuy.com/enterprise/上市、基金投資提供“一站式”服務。完善上市公司紓困、監測預警處置機制，主動配合證券監管部門對上市公司加強監管。

　　（三）強化考核激勵。健全督促考核機制，將企業http://www.stonebuy.com/enterprise/上市、基金發展等工作納入市對鄉鎮（開發區）、市屬國有企業http://www.stonebuy.com/enterprise/年度績效考評。市財政局牽頭抓好督促指導，定期通報進度，不定時開展督查。對在服務企業http://www.stonebuy.com/enterprise/上市過程中不擔當、不作為、慢作為的典型案例通報批評。

　　（四）突出宣傳引導。加強企業http://www.stonebuy.com/enterprise/上市宣傳工作，全方位宣傳企業http://www.stonebuy.com/enterprise/改制上市相關政策和成功典型。堅決打擊針對上市公司和后備企業http://www.stonebuy.com/enterprise/的新聞敲詐和虛假新聞，著力營造良好輿論氛圍。
