　　B．進(jìn)口法規(guī)

　　1.正常海關(guān)關(guān)稅

　　工作組成員歡迎中國http://www.stonebuy.com關(guān)于約束其貨物貿(mào)易http://www.stonebuy.com/trade/市場http://www.stonebuy.com/enterprise/FuJian/QuanZhouShi.html準(zhǔn)入減讓表中所有產(chǎn)品http://www.stonebuy.com/sample/關(guān)稅的決定。這一行動將增加中國http://www.stonebuy.com貿(mào)易http://www.stonebuy.com/trade/制度在這方面的確定性和可預(yù)見性。成員們還注意到中國http://www.stonebuy.com最近幾年在許多部門單方面的實質(zhì)性關(guān)稅削減。

　　中國http://www.stonebuy.com代表向工作組成員提供了一套《中華人民共和國海關(guān)關(guān)稅稅則》和有關(guān)法律法規(guī)。他指出，中國http://www.stonebuy.com的海關(guān)關(guān)稅是對進(jìn)口貨物征收的費(fèi)用。征收關(guān)稅的目的有兩個：(a)通過關(guān)稅調(diào)節(jié)進(jìn)出口http://en.stonebuy.com/以促進(jìn)和支持國內(nèi)生產(chǎn)；及(b)作為中央政府財政的重要來源。中國http://www.stonebuy.com的關(guān)稅政策是促進(jìn)經(jīng)濟(jì)改革和經(jīng)濟(jì)開放。制定關(guān)稅稅率的基本原則如下：對國內(nèi)不能生產(chǎn)或不能滿足供應(yīng)的關(guān)系國計民生的必需品，給予免稅或低稅。原材料的進(jìn)口稅率一般低于半制成品或制成品的稅率。對國內(nèi)不能生產(chǎn)或質(zhì)量不過關(guān)的機(jī)械http://www.stonebuy.com/machine/設(shè)備和儀器、儀表的零件、配件、實行的稅率低于對整機(jī)實行的稅率。對國內(nèi)自己能夠生產(chǎn)或非國計民生的產(chǎn)品http://www.stonebuy.com/sample/實行的稅率較高。對國內(nèi)能夠生產(chǎn)，而國內(nèi)同類工業(yè)又需要保護(hù)的產(chǎn)品http://www.stonebuy.com/sample/實行更高的稅率。

　　某些工作組成員對汽車部門的關(guān)稅待遇表示特別關(guān)注。對于有關(guān)汽車零件關(guān)稅待遇的問題，中國http://www.stonebuy.com確認(rèn)未對汽車的成套散件和半成套散件設(shè)立關(guān)稅稅號。如中國http://www.stonebuy.com設(shè)立此類稅號，則關(guān)稅將不超過10％。工作組注意到這一承諾。

　　在不損害中國http://www.stonebuy.com參加WTO進(jìn)程權(quán)利的前提下，中國http://www.stonebuy.com確認(rèn)承諾支持WT/GC/W138/Add．1號文件(1999年4月22日)中所列關(guān)稅自由化建議，并將充分參加WTO成員可能接受實施的、以這一建議為基礎(chǔ)的任何關(guān)稅自由化倡議。

　　2.其他稅費(fèi)

　　中國http://www.stonebuy.com代表指出，確定實質(zhì)性改變的標(biāo)準(zhǔn)是：(a)在海關(guān)關(guān)稅中4位數(shù)稅號一級的稅則歸類發(fā)生變化；或(b)增值部分所占新產(chǎn)品http://www.stonebuy.com/sample/總值的比例達(dá)到或超過30％。

　　他進(jìn)一步指出，根據(jù)目前的安排，并依照以上所列標(biāo)準(zhǔn)，當(dāng)一進(jìn)口產(chǎn)品http://www.stonebuy.com/sample/在幾個國家加工和制造時，原產(chǎn)地應(yīng)為對產(chǎn)品http://www.stonebuy.com/sample/進(jìn)行實質(zhì)性改變的最后一個國家。用于統(tǒng)計目的的原產(chǎn)地規(guī)則也是如此。
